CAPC's Energy Services department offers a number of programs to assist income eligible families (both homeowners and renters) with needed home improvements, as follows:
- Weatherization Assistance Program: The Weatherization Assistance Program is administered by the New York State Division of Housing and Community Renewal (NYS DHCR), with CAPC serving as the local provider for Jefferson County. These services are available to households meeting financial eligibility. Those households having a member who receives Supplemental Security Income (SSI), Public Assistance, Food Stamps, or Home Energy Assistance Program (HEAP) benefits are considered automatically eligible for weatherization services. These services could include insulation, furnace repair or replacement, weatherstripping, and more to assist homeowners and renters to conserve energy and reduce energy costs.
- Restore Program: CAPC's Restore Program is designed for low income, owner occupied homes to provide repairs to homes owned by someone 60 years of age or older and residing in Jefferson County. These repairs are for emergency conditions that impose immediate threat to the health and safety of the household. These repairs could include chimneys, hot water tanks, electrical wiring, structural repairs, roof repairs, furnace repairs or replacement, installation of new stairs or handicap ramp.
- Home Program: CAPC's Home Program provides moderate rehabilitation services for owner occupied homes in Jefferson County and is designed for very low and low-income families owning substandard housing units. These rehabilitation services are designed to upgrade the home to HUD Housing Quality Standards and could include roofs, wiring, structural repairs, and replacement of doors and windows.
- EmPower New York Program: This program was developed by the New York State Energy Research and Development Authority (NYSERDA) and is contracted with Honeywell International for program implementation and oversight. The energy efficiency services are delivered by Building Performance Institute (BPI) Accredited Contractors and participating Weatherization Agencies. This program is open to homeowners and renters and provides cost effective electric reduction measures and can includes such measures as light bulb and appliance replacements, and energy saving measures such as air sealing, insulation, and heating system service and repairs. Jefferson County customers must have an account with National Grid and have a household income at or below HEAP eligibility guidelines.
